Blockchain governance refers to the mechanisms and processes by which decisions about a blockchain’s protocol and future development are made. Unlike traditional organizations with central authorities, blockchains must coordinate changes across a decentralized network of participants.
Off-Chain Governance
In off-chain governance, decisions are made through informal social processes — developer forums, mailing lists, chat channels, and community discussions. These discussions inform but don’t formally bind the network. Changes only take effect if enough participants (miners, validators, node operators) choose to upgrade their software.
On-Chain Governance
On-chain governance formally encodes the decision-making process in the blockchain’s protocol. Token holders may submit proposals and vote on changes directly through transactions. Approved proposals are automatically implemented through protocol upgrades.
TRON’s Governance Model
TRON uses an on-chain governance system where Super Representatives (SRs) and SR candidates can submit proposals for network parameter changes. Token holders vote for SRs, giving them indirect governance influence through representative democracy.
